Toby and his crew have hundreds of Indian students actually registered through their colleges. Their plan is to shunt the weaker English speakers through their new ESL holdings first to extend registrations and diversify student populations in a way the Loyalists schools simply can't because they don't actually have this route to go. Go TOBY!
