Shanghai vs. Hang Seng

Shanghai (mainland CHina) and Hong Kong Hang Seng indexes have moved in opposite directions since mid 2009. This was always baffling to me. I heard a commentator on the news today voice the same perplexity. He believes one will eventually rise to meet the other or the other will fall to meet it opposite. Perhaps what was and is thought about the new leadership in the mainland vs. Hong Kong is the reason why the great divergence of these indexes?
