Taiwan clean coal Shenhua Group started a huge eight coal fired power plant project in late 2011 (Asia's largest thermal power project) . " The city will build a coal storage and handling park large enough to handle 30 million tons of coal annually."
Taiwan looks to be in a good position to import coal from Indonesia (which has been in the news recently as being a huge importer of dirty coal to China). Probably from Australia also. From Taiwan I suppose L and L could grab the coal and clean it there or perhaps elsewhere prior to perhaps shipping it to a site such as the above in Guanxi, or perhaps to Guangdon or Fujian or perhaps even further north up the coast of China. I suppose it would depend a lot upon the rail routes.
