Was trading at .50 in November. Maybe that's within the timeframe, or take an average price in 09, must be dismal.

Having said that, stock was at 1.20 yesterday, that;s only 2.4 times 50 cents. On the other hand, float just increased by close to 10 times, so it doesn't look that cheap if you look at it that way.

Usually companies issue fraction of their float, not multiple times their float.
