Is $10 the bottom?

With news last week of a trading loss and the need to rise more funds for opex capex expenses, we had a 30% drop in sp, back then my vew was that furthed sp decline was on the card....this because uncertainty on how this money would had been rised. Lates news of some $450mil issuance of obbligations and shares put an end to uncertainties and will allow mine expantion to go ahead till 2013, by then China will have announced the next exporting quotas allowance on REE, and with the plans to close 20% of small mines output, the exp. quotas looks to be tight. REE prices are very volitile, many analists believe that prices will never go back to the lows of 2009 and there are many clues indicating that soon will start to go up again, is just a matter of time. I wonder if at $10 per share we have seen the bottom here, it looks like all the bad news are out for MCP and with fund rising issues sorted, looks to me that we are close to the bottom for MCP SP.
