why is this news not impacting share price positively?

Very good question! I could ask the very same thing about every one their very "positive" news releases. Not one of them have ever had a "positive" effect on the share price. As I mentioned before the only thing I can come up with is PMI (60+ ownership) is running the whole show here and want to keep a lower share price so their buy out will cost them less.
