Copeland is not an insider so he can dump his shares as he sees fit.

Pretty hard to accpt that Dr. Copeland is "not an Insider" when he is specifically named as a member of the Medquest advisory board brain trust.  He may not be an insider "Technically" speaking but its its pretty hard to suggest he is not influential in the Questcap/Medquest operations and overall decision process.
