  They definitely have the population and the demand to fill them, but like you suggested the ability is not there. The government may subsidize them but that is not exactley a sustainable growth model and would destroy the investment dollars for people who already own them driving market price way down.  Building cities at a loss for people can only go so far.  Just some thoughts have a good day.
