first there is a concrete timeline of 90 days within the referendum has to be conducted.
Morales needs at least one vote more than he got in the 2005 presidential election.
If he fails news elections has to be arranged within 90-180 days.

As far as the Governors are concerned each of them has to get one vote more than in the last elections and if they fail the President (Morales) will immediately name a new Governor before a new Govenor is elected.

If Morales fails Bolivia will have a huge problem in my view because it is highly unlikely that MAS will loose the next presidential elections and as a consequence there will be big uncertainty what type of president Bolivia will get next. In my view he has done quite a god job so far, the Parliament ratified a new Mining Code which is fair in terms of sharing profits between international companies and the State of Bolivia and attracted investmetns in Bolivia like Jindal from India who will invest 20bln US$ over the next years in El Mutun IO production.

APe never had any problems to deal with the Government e.g. COMIBOL the state owned mining company and the status quo of the existing mining/exploration licenses has been secured and I like to remind you that Apex/Sumimoto didn't have a problem to start production in San Cristobal last year. Under the former right winged Goverments the mining sector was starving and multinational companies worked together with the corrupt Bolivian Governments and the president was the biggest thieve.

Further you forgot that it was Morales himself who developed the referendum bill that passed national parliament within seconds but was blocked by the Congress for months. Morales will IMO win the referendum like Chavez did in Venezuela a few years ago and this will strengthen the position of Morales.
