WHY NOT...

Revamp the extraction flowsheet -

Instead of a slurry, pumped to pacific coast...
Why not tweak the processing using dry concentrates with conveyor ?
Pipeline moving slurry  vs  conveyor moving ores....?

There are only 3 gangue ores to remove..
.the rest is, pay dirt. 

- GANGUES - 
Quartz, Bitotite, Diorite

Remove these 3 ( unwated ores )  ship the rest out on conveyor...
Less disturbence, and pro enviro...

Ship to facility in states for processing who has a permit in hand already...

I'd do a retake on the biotite...
Some biotite harbor nickel species with in, hard to detect due to the layering of the mica.

Divide the project into 3 phases -
If first phase ( 1/3 deposit ) has success on environment, then.... proceed to phase, 2.

Get this project up n running...
Superb deposit.

The minerals would still need to be removed with flotation, which does not work perfectly so some minor to trace metals would remain behind in the tailings storage. It's the tailngs storage that seems to be the main obstacle of concern, rather than transporting the concentrates. It's proven many times over that the tailings storage would have no chance of being a problem, but the ex ...more

The bulk tailings storage facility will be required to be lined which is not currently proposed.  That means full water retention with seepage collection wells.  The tailings facility will be required to be redesigned with static and pseudo-static analysis requiring potentially a much larger embankment.  $$$$$$.
