Please also remember that Nemaska were under CBCA Section 192 from the date Pallinghurst / Nemaska announced an interest, so nothing new. From July 2019 Nemaska and Pallinghurst have been discussing their options under CBCA / CCAA and even now there is no indication that the original terms (0.25) has changed. The only major change (and worry) is the management restructuring and the recent u turn in language / message from certain Quebec Ministers (but what do you expect from politicians).
It may be a pipedream, but then again some people said the same of Elon Musk not so long ago.
