Ninth Monitor ReportFour bids were accepted for review, two were dropped because they didn't value the project high enough, and one dropped out through the negotiations stage. This left only the Orion / PL / IQ bid remaining. Question - is it possible that IQ refused the three failed bids access to their proper $300m investment, hence rendering them in an impossible situation in the bid process (and at a huge disadvantage). That being the case, it could be construed that it was solely the Quebec Government that ditched their fellow constituents.... :-{
