the CCAA decision  is made by  a court in quebec not in ottawa .

Au Canada l'administration de la justice releve des provinces; CEPENDANT  les decisions des tribunaux qui emanent de la LACC sont rendues par des juges de la Cour Superieure du Quebec; lesquels juges sont nommes par le Gouvernement Federal.  Ces juges de la Cour Superieure du Quebec siegent partout au Quebec.
