Hydro Québec and the CDPQ should make a joint offer...

And use NPC as a mean to develop, build and maintain Hydro's US based infrastructures. That's where Hydro has publicly Stated to see its growth coming from in the future. This would also ensure NPC stays in Qc. Even if some...don't seem to care at all.
