It is local agency (African governance) that determines the extent to which these rights are upheld / respected, and there are clear limits to what outside intervention or influence can achieve. Otherwise reinforcing that it is desirable that they be uphed (preaching in your view?) is entirely legitimate. Whether it happens or not is a local matter. I still don't follow what the basis of your comments are, namely because there isn't any.
