Doug Ford is actually the person who reversed the liberal Ontario government's decision of no private retail at all. The delay is probably because of 2 things. Canadian bureaucracy is extremely sluggish and can't get anything done fast. 6 months to them is a standard minimal measure of time. Remember how the Senate needed "at least 6 months" to study the bill? Secondly, if private retail was to begin in October, Ford's critics (Andrea, salty city councillors, etc.) would immediately jump on it and proclaim he does not want to "protect the children" (that's the universal mantra, as if laws have any consequence in what children do and as if teenagers were not using cannadis illegally for the past 60 years). We're deep in partisan politics and PC hell, which is unfortunate for everybody. We blame Jay Wilgar for completely different things of much smaller scale. Mostly for not doing anything when everyone is hussling, accepting unnecessary dilutive find, lack of transparency and questionable expense claims.
