I don't know whether you're Canadian or not because you still don't seem to grasp that resources are provincial jurisdiction . Have been since confederation . They will enforce their ideals and possibly make this project unviable . What Harper thinks won't matter very much to Adrian Dix . If Apache , et al , tip their hand and commit a billion or so before the election they will put themselves in a very weak negociating position regarding fracking , royalties , windfall taxes , etc . If they leave the project up in the air they will have some chips when they come to the table with the new  provincial government . The companies are going to have to fight this one out because the new provincial government is going to try to rip off every dime they can .
