Oil from elsewhere in the America's will also be tariffed because it reflects the global price, if it's produced at all. The tariffs can only apply to the US, and even then there's no assurance that Canadian oil will not be considered a competiting oil import and subject to tarrifs.
Trumpster's crazy will cause a captive market and higher prices in the US to protect US oil companies. Can't win that way.
