The company operates the Lac des Iles palladium mine located in Ontario, Canada, which is one of only two primary producers of palladium in the world. RE: Substantive proof that the Fed/ESF was interve

I've looked at your links.  I don't doubt that the ESF trades gold instruments.  Whether that is characterized as intervening in the gold market is a matter of perspective, or maybe semantics.  The ESF afterall has it's roots going back to the Gold Preservation Act of 1934.  The modifications to the law in 1970, allow them to "deal in gold, foreign exchange, and other instruments of credit and securities.".

The leap that I am not willing to take is that the ESF or Fed is manipulating or even actively trading Pd futures.  Saying "why not" doesn't convince me, neither does the conspiratorial tone of the James Turk blog.

I will concede that to the extent the the ESF uses it's financial dealings to either strengthen or weaken the US dollar, that does have an impact on Pd prices, at least in dollar terms.
