You seem to be suggesting MM`s that shorted it down (and it was a juicy short everywhere for the very nimble for sure) are the buyers covering now and will vote NO, in order to ride the long up again?

Why would CNRL have bothered with this offer if it couldn't buy in the open market and/or have a plan to get the necessary number of shares to secure a YES vote?
