I was the first amaze by that decision.

My first impression is that ignorance in part ruled in that decision. I guess Ivestment Quebec didn't realized that PLI created over 100 new jobs in the last year. They probably didn't understand the value of the technology.

Also, it cost $ 200M to built the plant. Green Cross will invest $ 187M, and Investment Quebec will give a grant of $ 8M, and a loan of $ 17M. 

To allow PLI to do the same, I guess they would had to get much more money as PLI wasn't in a position to put that much in money.

So, the ccountants might just did some maths on the number of new jobs vs the cash disbursment in this project.

I still think it was a bad decision, but like any government decision, sometime it's not the best decision that is made.
