Iqaluit is already, by far, the most developed community in Nunavut. In fact going there to me is now like going South. Restaurants, bars, movie theater, fitness center, aquatic center and infrastructure. Including the largest collection of equipment in Nunavut. Many people see where it is on a map and go NOPE without really understanding the local community. If a mine cannot be made outside of Iqaluit then it cannot be made anywhere in Nunavut. As far as a power plant, I don't think so. The feasibility study towards the hydro project came in over a billion dollars, the entire federal government transfer to Nunavut is roughly $1.3billion a year. A huge amount of that budget has been put into the new airport for Iqaluit and now a port. Equipment, manpower, lodging, food, etc. are all the cheapest/most accessable in Iqaluit. Add to that a new airport expansion and port, all decrease expenses to build a mine just 150km out of town. I believe Cudjo's $1-billion estimate is way off base as the first phase of the mine will be open-pit and in my opinion should be a smaller set up than say the Gacho Kue or Stornoway mines.
