Engineering Report

Engineering Reportgoldpet, posts on IHUB say engineering report from FQ due on Monday.  I can't find any mention of it on the web.  Also, I don't understand the supposed link between the supposted deal and FQs report.  Why can't FQ just issue the report ?  Can't believe FQ has to have PTQs approval.  Have you found anything on it.
