Quebec will not allow drilling. The gov't will fight the lawsuit in court indefinitely, meanwhile "natural declines" of reservoirs will continue with Binnion doing a massive PP once there is tiny progress made in the courtroom. You can't trust Sohpie. He got burned by the majors in June of 2018 when he thought he was getting all the acreage of Quebec for a steal, but in reality he got burned. There is no end to this depressing saga. Sohpie is a riverboat gambler.
