Just in case the price action on ROS has lulled us all to sleep, check the level 2, over a quarter million bid at 20 cents. Granted that this only represents about 50K $ but in this market in the middle of the summer doldrums this is impressive-in fact it may well be indicative of something more consequential!

Funding this fall-late 2022, at ~15 cents. It is not a bid of 250,000 shares that will prevent the issuance of 20,000,000 to 30,000,000 shares. Believe me, those who will participate in the financing will make sure to reduce their level of risk. That's how it works. The sooner you understand, the less money you will lose. Explorers are not popular, it's unfortunate.
