What is the value of RIO without PHASE 2?

Well as long as Calaorco oxides are under mining, and there is no other Press Release from RIO, I understand that there is no surface rights secured for the tailings dam and waste dam for Phase 2.  

So  if RIO wants to use the pink colored area of PHASE 3, for the tailings dam and waste dam of PHASE 2, then i) will have to buy the surface rights from communities, ii) a new Environmental Impact Assesment will be required with the participation of the communities. So far 2 years??

So today,  what is the value of RIO without PHASE 2? 

Regarding the $7.3 millions in salary and compensations mentioned by others, I guess the PHASE 2 is so far included in that amount, and the Annual Shareholderss Meeting will have to review this issue and receive some explanation from CEO,  if shareholders are really interested in the annual results and management of  the company.
