ya they need roe but it seems they prefer to use them as a service provider without migration. I thought roe a while back had stopped providing info etc until migration but from boots last posts it seems they have caved in on that plan, pemex  and amlo hold all the cards here, still hopeful but now thinking chances are down to 50/50 or so, all jmho.

pemex has so much on their plate and so many options on what to develope in whatever order they like, they can play hardball if they want especially with a small company like roe, I'm sure the  delay or problem is more govt related than pemex itself.
