Anouncement of any sales will drive the price higher. No great amounts of shares are being moved. 




"Why would the company offer stock again at 40 cents?"  If they needed a current financing they could no longer expect to do a placement at 70 cents.  Current market conditions for the stock would take presedence and the P.P. would likely transpire between 35 and 40 cents.

Your point on manipulation - "selling into the bid for small amounts of shares" - In your opinion, what is the purpose of this practise?
