Keep in mind that Liberia is a poor country (particularly compared to Canada).  The terms of this PSA could potentially have a big implication for the entire country.  NOCOL and the government are probably going to take their time and be very causes about the terms of any PSA . Frankly I don't blame them.   

Your right Artie, this stock will move UP on the news , which will inevitably come.
