there must be a lack of money.
otherwise, 2d been done and drill bit turning already.

2d is done in 3 very simple and easy steps.

step 1. call 2d company
step 2. pay half when work starts.
step 3. pay the remaining half when the results are delivered.

i can see that money is the only problem here.
everyone was told money matter's been taken care of.
i am not sure.
