Why recent SP rise?
I found this post on the Australian HotCopper discussion board for CLQ this morning. I think this is the relevant part.

Of course stocks never go straight up, and I don't want it to as such moves are unsustainable. Better that there is a nice steep rise, but with measured and occasional dips in sp that allow gains to be digested--pauses that refresh, which are prerequisites for continued sp gains. Of course internal company news and macro developments can crash any stock. I'm especially concerned with insane "president" Trump and also the US/China trade war. But, even at this year's projected 6.3% growth in the Chinese economy, things aren't falling into the abyss there. The dictatorship already has shown its willingness to goose the economy--they know that jobs, income and growth are essential for the "social stability" the ruling communist masters under Emperor Xi are most concerned about.
Why the sp rise now--nobody knows for sure, especially we mere retail traders. But my pure speculation is that some or all of these might be factors:
1) I'm not really into TA, but I like to see the sp climbing up the upper Bollinger band. This is exactly what the sp did between early June and early November of 2017 when the sp tripled clawing its way up the upper Bollinger.
2) Anticipated news, hopefully good news, re. financing and off take might be just around the corner or maybe the next corner. Perhaps with well-connected and chosen ones already know that news and have been buying.
3) Ni price on the rise and Co so crazy low that it is out of kilter with the supply/demand reality. Perhaps it also soon will bottom--seems a "safeish" bet.
4) Gargantuan drop in warehouse stocks.

5) The company is continuing to hire and they know what is going on behind the scene.
