COMEX report and Social acceptabilityStrateco always said in the media that the project was unanimously supported by the CNSC (Canadian Nuclear Safety Comission) by the COFEX (Federal Review Panel) and by the COMEX (Environmental Review Panel).

It's the english version (but the table of content is in french!!!)
Now, take a look on page 31. You can read ''COMEX has serious reservations about the project. They have 16 conditions. Conditions number one is ''Social acceptability''
You can read ''...must obtain the Crees's consent, through the Mistissini Band Council,with regard to the project's social acceptability and must enter into written agreement to that effect with the Band Council or another body designated by the Band Council. A copy of the agreement must be sent to the Provincial Administrator and to COMEX for information purposes before excavation of the ramp begins.''
Now I understand why the Quebec's Minister of Sustainable Development, Environment, Wildlife and Parks, Yves-Francois Blanchet don't need to wait for the ''Bape Report'' or a decision of the ''Superior Court''. Strateco received the permit from the CNSC but they are unable to comply with all the 16 conditions.
This is my personal understanding of the situation and I'm not a lawyer.
