ARMZ is essentially a subsidiary of Rosatom--the state owned integrated nuclear company. Rosatom's head is Sergey Kiriyenko, the former PM of Russia.  Given that, I would think that ARMZ has somewhat more than a mere inkling of Russian plans for its' uranium and all the rest of the uranium that is stockpiled.  I still don't understand why the Russians would rather have this company private than exposed to what looks to be a major bull market in the making.
