AAA needs to explain: "can be up to"

"can be up to"  What exactly does that mean?

 

If there was something in support of finding water, "they" would have shouted the widths of the GRAVEL ZONES from the rooftops.

 

Why did they not do this? They know the thickness as they reported that the "GRAVEL ZONES CAN BE UP TO" 35 meters.

 

Seems like there are more questions than answers in my mind.

 

Is there sufficient water to accomplish what it is they intend to accomplish?

 

Can someone get Farhad on the phone for an explanation?
