The Interdepartmental Committee on development of Tadjourah projects meet yesterday at the headquarters of the Ministry of Habitat, town planning and environment. On the menu of discussions between members of the Government and senior officers and technicians in the various departments and institutions involved, the status of the various development projects in the region of Tadjoura and the constraints encountered during their implementation implementation. Despite a particularly violent khamsin across the Gulf of Tadjourah, work is continuing normally and the region lives to the rhythm of the different sites. … In its efforts to raise our country towards integrated and sustainable development, the Government relies, inter alia, on a number of modern infrastructure projects implemented across the country. This is the case at Tadjourah for example where the region lives to the rhythm of different scale yards which including a modern port with a shipyard attached, a railway linking the White City in the northern part of Ethiopia, a new road link between Tadjourah and Balho, etc. In order to ensure optimized impact of economic impacts on the local socio-economic fabric, the Djiboutian Executive has set up an inter-ministerial Committee to coordinate the implementation of these major sites and respond to the various constraints that could arise. This decision-making body composed of members of the Government relies on a technical Committee to prepare upstream the practical aspects in the broad guidelines and the important decisions to take but also a Social Committee to assess the needs in terms of labor and workers in order to prepare the careers of the future required by these modern infrastructures development.

Yesterday morning, the Interdepartmental Committee on development of Tadjourah was full to discuss points in the agenda. This included a full point on the status of the port of Tadjourah sites, but also to the throughway Tadjourah-Balho, and the railway Tadjourah-Mekele, without forgetting the final outline the scheme of planning and urbanism of the White City. It is the Habitat, town planning and Environment Minister, Mr. Mohamed Moussa Ibrahim Bagchi, who chaired the meeting in the presence of several of his colleagues. It was, in this case the Secretary of State for housing, Ms. Amina Abdi Aden, Minister of equipment and transport, Mr. Moussa Ahmed Hassan, the Minister of energy and natural resources, Mr. Ali Yacoub Mahamoud, and the Minister for the advancement of women and family planning, Hasna Barkat Daoud finally. It is the Minister of Habitat, Urbanism and the environment which opened the proceedings specifying the various items on the agenda of the meeting. For its part, the Secretary of State for housing, Amina Abdi Aden recalled the objectives of the meeting: put the same level of information all members of the Inter-Ministerial Committee and ensure perfect coordination in the implementation of projects in order to give an impact optimized economic impact on the local socio-economic fabric.

The Interdepartmental Committee invited the Director-General of the port of Djibouti, Mr. Saad Omar Guelleh, to make a brief presentation on the status of the construction of the port of Tadjourah. He indicated that the work of backfilling had largely advanced on the terrestrial part of the site, and that now it was the marine part that was waiting to be backfilled in turn. At the same time, he recalled that the funds allocated to the project should be released by financial partners in short time. A corollary manner, several issues were discussed. This included expropriation proceedings which are subject certain dwellings located on the site of the future port, or even vital spaces to make available for the benefit of future extensions of the power of ESD which will feed the train station and the port of Tadjourah, without forgetting piping systems as well as the drinking water or watering wells located inside areas of the port of Tadjourah.

Following that, members of the Government and the various participating personalities engaged in a long tour de table on the following points in the order of the day. Minister of equipment and transport, Mr. Moussa Ahmed Hassan welcomed the upcoming launch of construction of the new railway line Tadjourah-mekele. With regard to different settings, the site has every chance to start as soon as possible and it should come to end earlier than expected. With Tadjoura-Balho road, it is the equipment and transportation Director who has made all necessary lighting on the regime of subcontracting, diversions and constructions of art work that will be required for the completion of this road construction.

Finally, in other matters, the Interdepartmental Committee could raise the final sketch of the master plan of land use and urban planning of Tadjourah. Supply networks and water pipes but also water drilling, electrical networks and the relocation of military installations were the subject of sharp exchanges. Noted that the Interdepartmental Committee's mission is to ensure perfect coordination in the realization of projects of development in progress. In this perspective, the Committee issued reflections on how to optimise the mechanisms for sharing of information and communication between its various members. It must be said that over trade, points of view have are widely closer between the various present personalities around the various issues on the agenda of the day. The Interdepartmental Committee is granted a short delay with respect to the implementation of the technical and socio-economic committees to accelerate schedules of Tadjourah region development projects and ensure maximum economic benefits for the local socio-economic fabric.
