 Often the biggest budget item.

Gold stocks compete for funds in a market seemingly saturated with big returns on a percentage basis. Those latter stocks win in a marketing war for funds when gold stocks can hardly explain the lousy returns.Imagine a casino where the most popular machines advertize big jackpots (like tech stocks) when your 3 old machines (like gold stocks) are in a corner with no fancy payouts and no bells ringng, no one playing. 

2)Algos

They look at history, mostly short temr, weeks and months.I rest my case.

Almost 90 percent of trade $ wise are algos.
