What if the Bail out is already priced in?

Just curious every one claims to have know this was coming,  The pumpers here like startcrapper claim this stock will jump to $35 plus once it is anounced.

Buy the rumor sell the news?

If everyone knows its coming this stock should be up in the $30 range already not dropping 3.5%
