The biggest thing imo which is gonna take a while, is to figure out the level of THC that will be allowed while driving. Weed is much more complicated than alcohol so it'll definitely take some time for more studies to be finished, to determine what level is considered to be an impairment. Right now it's drivers caught with less then 2mg of THC per ml of blood it's max $1000 fine, compared to having getting caught with over 5mg which would result in a DUI. There is some grey areas, that's for sure but i can bet it'll get figured out before legalization. And with or without legalization pretty much the same people that drive high will still drive high, legalization won't have an affect on that, it's just a matter of catching them.
