In general, real big money investors who would buy and hold won't go near the OTC marketplace and for good reason. That very shady market is much worse in terms of the "scam" factor you talk about. And while it may certainly create some volatility, it's not for investors on any scale. The one thing they have going for them though is the very low public float.
