Selling Weed was never as profitable as cocaine due to supply and risk factors for individuals in the game (sell coke more money but more risk - jail time). If laws are passed handing out steep jail terms for people selling weed, weed dealers will go away (black market) as it will be not worth the risk. The black market is still running the market in Canada atleast.
