They will threatened closure and follow thru if its not profitable for them. A220 weren't selling like hot cakes it doesn't warrant 2 FAL. Yes i am assuming but it closer to reality then it seems.

All aerospace companies have reduced their expenditures and that includes R&D. R&D is financed mostly through current sales. And if there are no current sales then future R&D is reduced. It doesn't take an Einstein to figure that out.

Just look at the miners and precious metals as a provable example..
  Scotia bank had been fined 800k in 2018 and now 127million us for manipulation of the PM market with spoofing orders.
If they did it there, imagine how it's done here with the laissez-faire attitude of the Canadian regulators in all sectors 
Spoofing orders are continuously done here day in and day out programmed into the machines, but with so many regulators in so many provinces...laissez faire and the turfy attitude continues.
You can see this all the time on level 2 and we only get to see the tsx and blind to the other 12 platforms unless you have the money .

All Cdn parties have had a chance to fix this but Quebec and Alberta just like to control their own swamp.
