imo, if they offer any form of help, it will not be meaningfull or terms will not be acceptable by bbd

i hope i am wrong

but when it come to bbd, gov never really helped, if they wanted to help

it was easy , get bbd loans at 0-1.5% as france did for Alstom on two occasions

if they got bbd 10 billion $ loans at 0-1.5%, they would get back 5 billions with the proceeds of Alstom and cash at hand

then the other 5 billion (that carry annual interest of 75 million) would be easy to handel by bbd and may be in 4-5 years, bbd will pay back 2-3 billions

easy , but gov would not do it, and bbd will not accept terms offered

i hope i am wrong
