They are in the same position if willing to increase their stake.
Dropping the share price makes it more profitable for the suscribers while the underwriters make their guaranteed fees. Those who are shorting the shares and partcipate in the offer will be able to cover their current  shorting with warrants while taking the profits right away even if there is a hold period. Also the possibility that the underwriters may be wanting warrants or other incentives.

Question is what kind of offering is it ?...bought deal or not.

The devil is in the details.

 For a bought deal, the banksters will want a lower price since they would be taking on a higher risk than the alternative.

At his point you can't trust who is shorting who. Or who is trying to put it to who. So it's best to just stay away. IMHO..

You think a company should advertise their offerings ahead of time ?  I have seen thise time and time again before an offering. Looks like there may be one coming but like all others, the price is usually knocked down before any announcement is made. Because they are knocking it down prior to conclusion of the RS, makes no difference. BTW...the market sentiment makes it that more easier for them 
IMO it is coming more sooner than later.
