The phrase "single aisle 100-to149-seat market" refers to the market category, and not the aircraft itself.
It is inaccurate to refer to a 145-seat aircraft as a 150-seat aircraft. The same misleading terms were often employed to describe the CRJ900 as a 90-seat aircraft when in fact it was only an 86-seat aircraft and sometimes configured (no doubt because of the cramped quarters resulting from that larger configuration) to only 76 seats.

Although Bombardier itself describes C Series as being an aircraft in the 100-to149-seat category, in fact the CS300 will have only 145 seats - not 150 seats, or 149 seats:
