It's an interesting choice because GE is the engine builder CSeries didn't select when it opted for the Pratt and Whitney GTF, and GE is also the largest aircraft leasing outfit in the world - a customer Bombardier might have difficulty selling since it didn't opt for GE to power CSeries.
Whether he can sell GEACS or not, just having someone who knows the industry and believes in CSeries should help.
