An Offer BBD Couldn't Refuse...

Seems Wichita offered Bombardier a "second round of incentives" which resulted in the recently announced expansion there. This took place in the context of Boeing leaving the area killing 2000 jobs there:

"Bombardier recently received a second round of incentives that have ensured the production of its new all-composite Learjet 85 in Wichita and led to the creation of an Engineering Excellence Center."
