Why not? What do you know about the new guy's talents and experience that seems like sufficient reason to you to disqualify him?
"Hachey hires an old buddy from a struggling consumer products company to run the Commercial Aircraft division at a critical time like this?"
Well, like Hachey, this guy comes to Bombardier from the auto industry, but then so do a lot of top executives. It doesn't seem reasonable to disqualify someone because he knows Hachey - especially if he has the qualifications and experience that should make him a good fit.
Top executives aren't made inept by virtue of who they happen to know. He appears to have a lot of experience in quality control efforts such as the Continuous Improvement Program Bombardier has been employing to enhance overall production efficiency.
This is an important position, and there's no reason to suspect Bombardier has been anything other than very thorough in its selection process.
