Not quite. The date to use if the settlement date. It varies from year to year depending on the Holidays.
In 2018, transactions (stock purchases or sales) made as late as December 29th have a settlement date of December 31st, 2018.
It should be noted that the settlement date used to be three days after the transaction date. This was changed in September 2017 and is now 2 days.
