I think this is postive news, but the article does not mention lifting the restrictions on dividend increases or the resumption of buybacks.  I did a quick search and couldn't find anything to suggest that dividend and buyback restrictions are included in this announcement.

I think it's reasonable to assume that the big five banks and the big insurers will raise dividends at the earliest opportunity, but so far there is no timeline for when they can resume these activities.

This news does help pave the way for that decision eventually being made.
