Exempt order

I'm not sure I'm interpreting this correctly so maybe someone can confirm for me. 

Normally with an ncib you can buy back up to 10%. So because this trades in new York, it's limited to 5% and what this examption does is allows them to buy 10% . Is that correct?

- you can GO to UP TO MAX 10% on CANADIAN EXCHANGES ALONE or MAX 5% on US EXCHANGES + the REST in Canada (up to the MAX 10% LIMIT in COMBINED TOTAL) WITHOUT the EXEMPTION - you can GO UP TO MAX 10% on CANADIAN EXCHANGES ALONE and UP TO MAX 10% on US EXCHANGES ALONE BUT the TOTAL between the CANADIAN and US EXCHANGES MUST NOT BE MORE THAN 10% COMBINED WITH the EXEMPTION   - in ...more

Also fx savings might be available now that they  can buy max on both exchanges.
